This paper discusses the ethical and regulatory issues raised by ‘‘intragenics’’ – organisms that have been genetically modified using gene technologies, but that do not contain DNA from another species. Considering the rapid development of knowledge about gene regulation and genomics, we anticipate rapid advances in intragenic methods. Of regulatory systems developed to govern genetically modified organisms (GMOs) in North America, Europe, Australia, and New Zealand, the Australian system stands out in explicitly excluding intragenics from regulation. European systems are also (...) under pressure to exclude intragenics from regulation. We evaluate recent arguments that intragenics are safer and more morally acceptable than transgenic organisms, and more acceptable to the public, which might be thought to justify a lower standard of regulation. We argue that the exemption of intragenics from regulation is not justified, and that there may be significant environmental risks associated with them. We conclude that intragenics should be subject to the same standard of regulation as other GMOs. (shrink)

This paper is devoted to a bibliographical study of Russell’s ad­dresses and lectures in China in 1920–21. In particular, the study focuses on providing a (nearly) com­plete and correct list of original sources per­taining to them, including speaking dates and translators. There has been, historically, considerable disagreement over the details. Extensive notes discuss and aim at solutions. The study adds significantly to our knowl­edge of Russell’s speaking and teaching activities in China.

They have provoked us as editors to think more about these sites and forms of engagement. Sankey shows how civic participation in the ECCC has played a key role in surfacing the gendered harms of separation and starvation. Turan highlights the problems with ICC exclusion of the experience of men and boys from sexual violence. Peroni expresses her hesitations over the Istanbul Convention given an association (...) between assumed vulnerability and migrant women, while admiring its uncoupling of violence and culture. Cruz’s interview with Wendy Brown contextualizes and expands on these themes as they consider, with other participants, the future of feminist theory in the context of neo-liberal capturing of rights and legal space. Thinking more about internationalism and commitment in this context also helps us hold a mirror up to ourselves as we reflect more critically on our own naming of FLS as an ‘international’ journal. Together these contributions, and the reviews of new work, play a role in fleshing out an editorial commitment to enacting the journal as a living thing that ‘hangs together somehow’ even as it is known differently in different places. The model of major transitions in evolution devised by Maynard Smith and Szathmáry has exerted tremendous influence over evolutionary theorists. Although MTE has been criticized for inconsistently combining different types of event, its ongoing appeal lies in depicting hierarchical increases in complexity by means of evolutionary transitions in individuality. In this paper, we consider the implications of major evolutionary events overlooked by MTE and its ETI-oriented successors, specifically the biological oxygenation of Earth, and the acquisitions of mitochondria and plastids. By (...) reflecting on these missed events, we reveal a central philosophical disagreement over the explanatory goals of major transitions theory that has yet to be made explicit in the literature. We go on to argue that this philosophical disagreement is only reinforced by Szathmáry’s recent revisions of MTE in the form of MTE 2.0. This finding motivates us to propose an alternative explanatory strategy: specifically, an interactionist metabolic perspective on major transitions. A metabolic framework not only avoids many of the criticisms that beset classic and revised MTE models, but also accommodates missing events and provides crucial explanatory components for standard major transitions. Although we do not provide a full-blown alternative theory and do not claim to achieve unity, we explain why foregrounding metabolism is crucial for any attempt to capture the major turning points in evolution, and why it does not lead to unmanageable pluralism. Simulation-based weather and climate prediction now involves the use of methods that reflect a deep concern with uncertainty. These methods, known as ensemble prediction methods, produce multiple simulations for predictive periods of interest, using different initial conditions, parameter values and/or model structures. This paper provides a non-technical overview of current ensemble methods and considers how the results of studies employing these methods should be interpreted, paying special attention to probabilistic interpretations. A key conclusion is that, while complicated inductive arguments might (...) be given for the trustworthiness of probabilistic weather forecasts obtained from ensemble studies, analogous arguments are out of reach in the case of long-term climate prediction. This target article presents a plausible evolutionary scenario for the emergence of the neural preconditions for language in the hominid lineage. In pleistocene primate lineages there was a paired evolutionary expansion of frontal and parietal neocortex (through certain well-documented adaptive changes associated with manipulative behaviors) resulting, in ancestral hominids, in an incipient Broca's region and in a configurationally unique junction of the parietal, occipital, and temporal lobes of the brain (the POT). On our view, the development of the POT in (...) our ancestors resulted in the neuroanatomical substrate consistent with the ability for representations in modality-neutral association cortex and, as a result of structure-imposing interaction with Broca's area, the hierarchically structured Evidence from paleoneurology and comparative primate neuroanatomy is used to argue that Homo habilis (2.5–2 million years ago) was the first hominid to have the appropriate gross neuroanatomical configuration to support conceptual structure. We thus suggest that the neural preconditions for language are met in H. habilis. Finally, we advocate a theory of language acquisition that uses conceptual structure as input to the learning procedures, thus bridging the gap between it and language. (shrink)

This paper critically examines Weisberg’s weighted feature matching account of model-world similarity. A number of concerns are raised, including that Weisberg provides an account of what underlies scientific judgments of relative similarity, when what is desired is an account of the sorts of model-target similarities that are necessary or sufficient for achieving particular types of modeling goal. Today’s most sophisticated simulation studies of future climate employ not just one climate model but a number of models. I explain why this “ensemble” approach has been adopted—namely, as a means of taking account of uncertainty—and why a comprehensive investigation of uncertainty remains elusive. I then defend a middle ground between two camps in an ongoing debate over the transformation of ensemble results into probabilistic predictions of climate change, highlighting requirements that I refer to as ownership, justification, and robustness.

T. G. Masaryk’s thought is famous for his concept of the Czech nation as well as his ideals of humanity. As a philosopher, sociologist, and politician, he was confronted with Czech anti-Semitism, and after Czechoslovakia was founded, with issues of the Jewish national minority. He tried to solve all the questions with respect to his ethical conviction and the ideals of democracy and equality. The most difficult personal situation for Masaryk emerged with the ‘Hilsner affair’, when his brave stance against (...) anti-Semitism caused animosity and even hatred from the public. As a consequence of that Masaryk had to abandon his public activities including lecturing at university for some time. The philosopher Jan Patočka analysed Masaryk’s involvement in this case and the following events in his study Masaryk’s struggle against anti-Semitism. Patočka pointed out that there is an interconnection between Masaryk’s involvement in this affair and his engagement in the question of Czech nationality, as Masaryk intended to improve the ethical level of the nation by disposing of bias and namely the ritual murder myth. The second part of the present contribution is focused on Masaryk’s views on Zionism and the assimilation movement and his ambiguity in relation to the issue. It seems that Masaryk’s concept of the Czech nation, formed for the struggle against the Habsburg monarchy, became inadequate in the new republic, as it was not inclusive of the many minorities, the Jewish one included. On the other hand, Masaryk’s ideals of humanity provide a certain solution on the level of ethics. (shrink)

Sizemore explicates Niebuhr's Chinese position to provide a skeptical criticism of Reagan's Central American policies.

Climate change fingerprint studies investigate the causes of recent climate change. I argue that these studies have much in common with Steel’s (2008) streamlined comparative process tracing, illustrating a mechanisms-based approach to extrapolation in which the mechanisms of interest are simulated rather than physically instantiated. I then explain why robustness and variety-of-evidence considerations turn out to be important for understanding the evidential value of climate change fingerprint studies.

In this paper we explore the nature of the emerging purpose ecosystem and its role in transforming and supporting business to help address the UN Sustainable Development Goals. We argue that interactions among its ‘private actors’, who share efforts and belief in changing and redefining the purpose and nature of business by advocating broader non-financial performance outcomes, have the potential to contribute to a wider sustainability-oriented transformation of the business sector. Through interview data collected in the UK and Australia, we (...) identify six main roles that characterise the activities and interactions among its actors and their stakeholders. Our research contributes to expanding knowledge on the emerging phenomenon of the purpose ecosystem and how its actors support the achievement of the UN SDGs by seeking to change the purpose of business and integrating the goals into their operations and engagements with stakeholders. In this essay I argue for the role of positive, community-based black identities in the creation and maintenance of black solidarity. I argue against Tommie Shelby’s attempts to reduce the notion of black identity as it relates to solidarity from something social or cultural to something entirely political—“thin” black identity. As an alternative, I propose a model for the relationship between “thin” and “thicker” identities based on Rawls’ contention that the stability of overlapping political consensus isproduced by different groups’ adherence (...) to, rather than denial of, a plurality of comprehensive doctrines. I also discuss the benefits of positive, community-based black identities in terms of “black love” and show why, even if not possessed by each and every black American, such identities are ultimately indispensible to any black solidarity project. The increased competition for a share of the market of insured patients, which arose in the wake of failed comprehensive health care reform, has provoked questions about what, if any, standards will govern new “competitive” health care organizations. Managed care arrangements, which typically shift to providers and patients some or all of the financial risk for patient care, are of special concern because they can create incentives to withhold beneficial care from patients. Of course, fee-for-service medical practice creates incentives to (...) provide unnecessary services, and managed care can avoid that type of harm. Still, as Edmund Pellegrino has noted, “managed care, by its nature, places the good of the patient into conflict with … the good of all the other patients served by the plan; the good of the plan and the organization, themselves…; and the self-interest of the physician. John Muir can be interpreted to have employed a similar strategy in his earliest conservation advocacy writings as the strategy Ralph Waldo Emerson employed to overcome the public futility of his personal ideals. Like Emerson, Muir came to offset the despair he felt at the political impotence of his conscience with a positive outlook on his potential to embody his subjective ideals both in his personal character and in his contributions to concrete forms of social practice. In The State of Southern Illinois: An Illustrated History, Herbert K. Russell offers fresh interpretations of a number of important aspects of Southern Illinois history. Focusing on the area known as “Egypt,” the region south of U.S. Route 50 from Salem south to Cairo, he begins his book with the earliest geologic formations and follows Southern Illinois’s history into the twenty-first century. The volume is richly illustrated with maps and photographs, mostly in color, that highlight the informative and straightforward (...) text. Perhaps most notable is the author’s use of dozens of heretofore neglected sources to dispel the myth that Southern Illinois is merely an extension of Dixie. He corrects the popular impressions that slavery was introduced by early settlers from the South and that a majority of Southern Illinoisans wished to secede. Furthermore, he presents the first in-depth discussion of twelve pre–Civil War, free black communities located in the region. He also identifies the roles coal mining, labor violence, gangsters, and the media played in establishing the area’s image. He concludes optimistically, unveiling a twenty-first-century Southern Illinois filled with myriad attractions and opportunities for citizens and tourists alike. No provision of the Patient Protection and Affordable Care Act has proven to be more contentious than the so-called “individual mandate.” Starting in 2014, the mandate will impose a penalty on non-exempt individuals who lack health insurance. According to Congress, the mandate is essential to ensuring near universal coverage. Without it, PPACA’s insurance reforms will lead healthy individuals to delay purchasing health insurance until they require medical care, resulting in risk pools with a disproportionate share of high-risk people. The price (...) of insurance will then climb, causing more and more not-so-sick people to forego health insurance. In accounts of the ethics of science, we may treat practicing science as an institution of sorts. It has an imputed purpose, roughly, finding the truth about vast classes of causal relations. Scientists have been able to act reasonably with no more than the natural confluence of individual interest with the truth. But in the age of institutionalized science, with career stakes outside the accumulation of scientific findings and with institutional interests often directly conflicting with truth, this ‘natural confluence’ is (...) no longer adequate. Now, incentives must be reinforced from outside the scientist’s personal research arena or the scientist must be normatively governed by a desire for truth. In big science, there is little doubt that a formal regulatory system outside the scientist’s research arena is institutionally easier to design and implement than is the inculcation of an attitude of service. Much of the adverse reaction to the New Atheism is ill-founded. It displays a foolish sentimentalisation of religious faith, and often a failure to appreciate the real-world problem of religion’s persistence. Critics of forthright atheism display a naivety about religion’s ongoing power and influence in the public sphere, all too obvious even in Western democracies.

Empirical evidence of our changing climate is frequently interpreted through the lens of either optimism or pessimism. In tandem with this, ethical responses can oscillate from myopic ‘business as usual’ to misanthropic ‘lifeboat ethics’. In this paper I argue that these are inadequate and unworthy positions from which to begin in Christian ethics. The question of sharing the burdens of climate-change mitigation and adaptation is the crucial task facing the world community. The development of the burden-sharing rules—sector based as well (...) as country based—since the Kyoto agreement will be evaluated from the perspective of three theological ethical principles: justice, solidarity and subsidiarity. Lastly I suggest that creation serves as a ground for developing shared perspectives in the ethics of environmental questions in the context of intercultural and interfaith dialogue. (shrink)

In issue 20 of The Journal of Evolution and Technology, we published “Nietzsche, the Overhuman, and Transhumanism” by Stefan Lorenz Sorgner . In this intriguing article, Sorgner argues that there are significant similarities between the concept of the posthuman and Nietzsche’s celebrated notion of the overhuman . Sorgner does not claim that late twentieth-century and contemporary transhumanist thinkers were knowingly influenced by Nietzsche: this is a question that he explicitly leaves open. Nor does he depict transhumanism as monolithic, or the (...) concept of the posthuman as unambiguous. For all that, he suggests that the similarity between the two concepts – overhuman and posthuman – is not merely superficial: it lies at a fundamental level. (shrink)

This volume of Bertrand Russell's Collected Papers finds Russell focused on writing Principia Mathematica during 1905–08. Eight previously unpublished papers shed light on his different versions of a substitutional theory of logic, with its elimination of classes and relations, during 1905-06. A recurring issue for him was whether a type hierarchy had to be part of a substitutional theory. In mid-1907 he began writing up the final version of Principia , now using a ramified theory of types, and (...) eleven unpublished drafts from 1907-08 deal with this. Numerous letters show his thoughts on the process. The volume's 80-page introduction covers the evolution of his logic from 1896 until 1909, when volume I of Principia went to the printer. (shrink)

Amid increasing demands from students and the public, universities have recently reinvigorated their efforts to increase the number of faculty from underrepresented populations. Although a myriad of piecemeal programs targeting individual recruitment and development have been piloted at several institutions, overall growth in faculty diversity remains almost negligible and highly localized. To bring about genuine change, we hypothesize a consortia approach that links individuals to hiring opportunities within a state university system might be more effective. Here we present a case (...) study describing the progress of the NSF-funded Alliances for Graduate Education and the Professoriate PROMISE Academy Alliance, a consortium within the University System of Maryland collaborating to develop, implement, self-study, evaluate, and disseminate a unique postdoc-to-faculty conversion model in the biomedical sciences. The initiative centers on diversifying faculty across five institutions in the USM, including teaching-focused institutions, comprehensive universities, research institutions, and professional schools. Components of this approach include enhanced recruiting and hiring practices to attract outstanding postdoctoral scholars from underrepresented backgrounds, multi-institutional networking and professional development, and facilitated processes to transition postdocs into tenure-track positions at their postdoctoral institution or another institution in the state system. This model is distinct from more deficit-based approaches because it goes beyond focusing on building the individual’s skills to enter the professoriate. This program restructures the traditionally short-term nature of postdoctoral employment and incorporates a pathway to a tenure-track professorship at the same institution or within the same statewide system where the postdoc is trained. This multi-institutional model leverages collaboration and distinct institutional strengths to create cross-institutional support, advocacy, and policy. Importantly, it uses a decentralized financial structure that makes this approach distinctly replicable. Recognizing the immediate need for more collaborative approaches to diversify faculty and a lack of literature about such approaches, this case study describes the development of, and potential benefits of, a state university system, as well as the qualitative lessons learned from self-study, internal evaluation, external evaluation, and NSF site visits. At a time when so much of our analytic effort goes to distinguishing mathematics and logic from physical theory, such an analogy can still be instructive, even though differences will always divide endeavors such as those of Laplace and Hilbert.

The Australian Aborigines' environmental culture and the "double bind" approach used in the program of Alcoholics Anonymous are considered as a source for the generation of a new strategy for dealing with the ecological problems of our day. The strategy aims at achieving a negotiated outcome in issues of high societal risk related to waste management in the Hawkesbury region of Sydney, Australia.

The surviving pictorial hagiographical cycles of St Panteleimon were executed in the period between the 10th and 15th centuries. The most elaborate one is on a vita icon, consisting of sixteen scenes, at the monastery of St Catherine, Mt. Sinai and is at the centre of this research. The painter used the Passion of St Panteleimon by Symeon Metaphrastes as a main textual source for its creation. In addition, we may presume that the iconography of the images was influenced by (...) other existing pictorial cycles of the life of the saint.
